1.     Introduction

This manual is for the George P. Gibbs Jr., Little League, which is located in Sterling, Massachusetts. George P. Gibbs Jr., Little League, will be referred to as the “League” in the remainder of this manual.  The League includes Major, AAA, AA and Tee-Ball leagues.   The League ID number is 221-04-02.  This Safety Plan along with a Facility Survey of the fields and facilities used by the league are submitted annually to Little League Headquarters.  The league has an active Safety Officer on its board of directors and is responsible for all safety concerns for the league.  His name is David Despres and can be reached at (978) 422-6915or via electronic mail at ddespres@verizon.net. 1.1     Purpose

The purpose of this manual is:

Knowing that the League has made the league “safer for the kids”
To create a qualified safety program
A tool to place some important information at managers’ and coaches’ fingertips

This safety manual will be distributed to each coach and manager of every team in the league at the league sponsored safety clinic.  Copies of this manual will be posted in each equipment box and at the league’s Snack Shack in West Sterling. [2] XE "B...Publish and Distribute this manual." \b

1.2     ASAP – What is it

In 1995, A Safety Awareness Program (ASAP) was introduced with the goal of re-emphasizing the position of Safety Officer "to create awareness, through education and information, of the opportunities to provide a safer environment for kids and all participants of Little League Baseball". 

 

The following subsections list some important dos and don’ts for managers and coaches

1.2.1     Dos…

•       Attend safety clinic before season starts.

Reassure and aid children who are injured, frightened, or lost.
Provide or assist in attaining medical attention for those who require it
Know your limitations
Make sure a first-aid kit for all games and practices are included in the equipment bins and snack shack
Keep your “Prevention and Emergency Management of Little League Baseball and Softball Injures" booklet with your first-aid kit
Assist those who require medical attention.  When administering aid, remember to:
LOOK for signs of injury (blood, black-and-blue deformity of the joint, etc.).
Listen to the injured to describe what happened and what hurts if conscious.   Before questioning, you may have to calm and soothe an excited child
FEEL gently and carefully the injured areas for signs of swelling, or grating of broken bone
Have your players' Medical Clearance Forms with you at all games and practices
Make arrangements to have a cellular phone available when your game or practice is at a facility that does not have any public phones

1.2.2     Don’ts…

Administer any medications.
Provide any food or beverages (other than water)
Hesitate in giving aid when needed
Be afraid to ask for help if you are not sure of the proper procedures (i.e., CPR, etc.)
Transport injured individuals except in extreme emergencies
Leave an unattended child at a practice or game
Hesitate to report and present a potential safety hazard to the Safety Officer immediately

EMERGENCY CONTACT PROCEDURE

 

1.    Dial 911 for land line or 978-422-9098 for cell phone

2.    Give the dispatcher the required information.  Most dispatchers will ask the following information:

a.    The exact location of the emergency

b.    The telephone number from which the call is being made

c.     The caller’s name

d.    What happened – Describe the nature of the emergency such as a spectator was hit with a foul ball?

e.     How many people are involved

f.      The condition of the injured person

g.    What help is begin given such as first aid, CPR, etc.

3.    Do not hang up until the dispatcher hangs up.  The dispatcher may be able to tell you how to care for the victim.

4.    Continue to care for the victim until EMS arrives

5.    Appoint someone to go to the street and look for the ambulance.

3.     Accident Reporting Procedure 11 XE "K...Accident Reporting Procedure" \b

3.1     What to Report

An incident that causes any player, manager, coach, umpire, or volunteers to receive medical treatment and/or first aid must be reported to the Safety Officer.  This includes even passive treatments such as the evaluation and diagnosis of the extent of the injury or period of rest.

3.2     When to Report

All such incidents described above must be reported to the Safety Officer within 48 hours of the incident.

3.3     How to make a Report

Reporting incidents can come in a variety of forms.  Most typically they are telephone conversations.   At minimum, the following information must be provided:

1.        The name and phone number of the individual involved;

2.        The date, time, and location of the incident;

3.        A detailed description of the incident as much as possible;

4.        The preliminary estimation of the extent of injuries; and

5.        The name and phone number of the person reporting the incident.

3.4     Safety Officer’s Responsibilities

Within 48 hours of receiving the incident report, the Safety Officer will contact the injured party or the party's parents.  The Safety Officer’s report should:

1.        Verify the information received;

2.        Obtain any other information deemed necessary;

3.        Check on the status of the injured party; and

4.        In the event that the injured party required other medical treatment (i.e., Emergency Room visit, doctor's visit, etc.) will advise the parent or guardian of League’s insurance coverage’s and the provisions for submitting any claims.

 

If the extent of the injuries is more than minor in nature, the Safety Officer shall periodically call the injured party to

Check on the status of the injuries; and check if any other assistance is necessary in areas such as submittal of insurance forms, etc. until such time as the incident is considered "closed" (i.e., no further claims are expected and/or the individual is participating in the league again).

3.5     Safety Report Forms

Please select the appropriate form and fill it out to the best your ability and forward to the league safety officer.
